Monster and The Partnership for Public Service Collaborate to Promote Careers in the Public Sector

New Monster community featuring thousands of government jobs; encourages job seekers to consider a career in public service

Influential business, government and non-profit leaders convene in Washington, D.C. to discuss recruiting top talent for the new Department of Homeland Security

(NASDAQ: TMPW), and the Partnership for Public Service, a non-partisan organization dedicated to recruiting and retaining excellence in the federal civil service, today announced a relationship designed to encourage careers in public service. With this new relationship, Monster also introduces an online community (http://publicservice.monster.com) focused on increasing the visibility of government job opportunities in a wide range of industries including science, engineering, finance, healthcare and IT.

This effort launches as the U.S. government faces a looming labor shortage over the next decade:

  • More than half (53 percent) of the 1.8 million employees that currently comprise the federal workforce may be eligible to retire in the next five years.
  • The average federal employee is 45 years old, and more than half the government workforce is between 45 and 69 years old.
  • Human capital management is one of President Bush's top five legislative initiatives.
  • Federal jobs are not solely located "inside the beltway." Approximately 84 percent of all federal employees live and work outside metropolitan Washington, D.C.

To officially introduce the collaboration, Jeff Taylor, Monster's founder and chairman, and Max Stier, the Partnership's CEO and president, participated in a roundtable discussion today at the Ronald Reagan Building in Washington, D.C. They were joined by Peter D. Hart, CEO of Peter D. Hart Research Associates and the moderator, E.J. Dionne, Jr., Washington Post columnist and a senior fellow at the Brookings Institution. The discussion, entitled "Recruiting Top Talent for the New Department of Homeland Security: A Blueprint for Government," focused on the government's dire recruiting needs as well as ways to empower job seekers across the country to seek employment in public service.

Monster Public Service with the Partnership for Public Service

Monster's new public service community offers career-minded individuals the opportunity to search federal, state and local job openings nationwide. The Partnership will contribute editorial content designed to educate job seekers about the variety of federal government career opportunities, as well as the many benefits of public sector employment. In addition, when job seekers create a "My Monster" account, they can sign up to receive a free, weekly public service newsletter via e-mail that contains original content about how to find and apply for federal jobs, descriptions of these opportunities and associated benefits.

In addition, during the life of this arrangement, Monster will devote a percentage of its revenues from Monster's federal government business to a fund being established by the Partnership to offer scholarship and loan repayment incentives to students with an interest in pursuing careers with the federal government. The partnership will also continue to advise Monster on how to best adapt Monster's job searching and application tools to the unique context of federal employment.

Targeting the Next Generation

In an effort to promote government internships and student interest in public service, Monster will support on-campus events at more than 50 colleges and universities nationwide, sponsored by the Partnership's national "Call to Serve" education initiative. Co-sponsored by the U.S. Office of Personnel Management, Call to Serve, which includes over 375 colleges and universities and over 50 federal agencies, is designed to educate a new generation about the importance of a strong civil service and help re-establish links between federal agencies and campuses.

In addition, Monster will leverage its relationships with more than 1,400 MonsterTRAK career centers to provide college students with information about embarking on a career in public service. Educational content about public service careers has also been integrated into presentations delivered at more than 2,000 high schools through Monster's Making It Count program, a unique organization that provides a career and life success "toolkit" to high school and college students.
